Welcome to the National Housing Corporation.
The National Housing Corporation plays a central role in advancing Papua New Guinea’s housing agenda and supporting the Government’s commitment to providing safe, affordable and sustainable housing for our people.
Our responsibility goes beyond building houses. We are committed to supporting affordable and social housing initiatives, creating pathways to home ownership, managing public housing assets, and contributing to well-planned and sustainable communities across Papua New Guinea.
As our population, towns and cities continue to grow, the need for accessible and sustainable housing becomes increasingly important. NHC will continue working with Government agencies, provincial authorities, communities, development partners and the private sector to address the country’s housing needs and support national development.

OUR ROLE
NHC's Role in Papua New Guinea's Housing Development
As Papua New Guinea's central housing agency, established under the National Housing Corporation Act 1990, NHC leads housing policy, development and management across the country.
Who We Are
The National Housing Corporation (NHC) is the Government’s central housing agency, established under the National Housing Corporation Act 1990, with functions relating to the provision, development, management and promotion of housing in Papua New Guinea.
Housing Development
Under Section 28 of the National Housing Corporation Act 1990, NHC’s functions include improving housing conditions; providing adequate and suitable housing for sale, lease or letting to eligible persons; making advances to eligible persons and approved applicants to enable home ownership; and physically developing residential land by providing adequate services for human settlements.In practice, NHC undertakes housing development, subdivision, land development and related housing programmes in accordance with Government policy, approved programmes and available resources.
Property Management
NHC manages its residential housing portfolio and administers housing arrangements for eligible tenants and occupants. In accordance with its statutory functions, NHC works to improve housing conditions and provide adequate and suitable housing for sale, lease or letting to eligible persons. NHC also supports home ownership and the development of residential land and related services for human settlements.
Sustainable Communities
NHC’s housing programmes and developments contribute to Papua New Guinea’s national development priorities, including Vision 2050, the Medium Term Development Plan (MTDP IV), and Sustainable Development Goal 11 on safe, inclusive and sustainable human settlements

Affordable Housing & Government Initiatives
NHC administers a range of Government-mandated housing programmes designed to ensure every Papua New Guinean has access to safe, decent, and affordable housing.
Affordable Housing
NHC manages a nationwide portfolio of residential properties and provides tenancy and property management services to eligible tenants.

Home Ownership Schemes
NHC has implemented various Government-directed home ownership schemes over the years, providing eligible tenants and beneficiaries opportunities to purchase the properties they occupy. These have included rental purchase, cash sales, staff housing and self-help/settlement schemes, among others.
NHC facilitates the home ownership process, including eligibility assessment, property verification, valuation, sale and settlement, and works with relevant financial institutions and Government agencies where required to complete financing, statutory and title-transfer requirements. NHC continues to implement Government housing interventions and, under NEC Decision No. 341/2023, supports greater participation
by Government departments and agencies in housing programmes in partnership with NHC.

Provincial Housing Development
NHC maintains a network of regional and provincial offices across Papua New Guinea, delivering housing services, liaison and community engagement support in the areas it serves. Our provincial teams work alongside local governments to identify housing needs, allocate properties, and support development projects.
